Europe experienced widespread relief on Monday, as the tension sparked by the introduction of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of conflicting incidents captured the grim essence of the current period. By day, diplomatic battles are conducted: hopeful statements are released from multiple capitals. Considerable effort is allocated on restraining certain initiatives. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the key method for achieving "resolution".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is able to track missile launches from enemy soil, a ability enabled by current data. From witness perspectives, military aircraft that had been dispatched to engage hostile guided weapons flew past – sophisticated military planes delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: defensive missiles fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through allied countries. Every launch shakes the surroundings, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: possibly the approaching threat won't hit its mark this time, preventing destruction from catastrophe and further power outages.
Persistent Threats
Soon after, a large-caliber weapon fired at a unmanned aircraft in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it continued its flight toward its destination.
Periodically, this carried on until dawn. Kyiv greeted the early updates: multiple fatalities, destruction and utility failures in multiple buildings as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those 24 hours illustrated Ukraine's essential dependence on external assistance – a reliance that European nations are evidently unprepared to replace in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from US administration generated strong feelings, controversy and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.
Every new proposal from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually secure success. This pattern will, certainly, continue.
Strategic Calculations
It is convenient to criticize particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. US administration operates on a principle understood by experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The American government presumes that it is unrealistic to force Russia to relinquish the land that it already controls in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, American administration does minimal to deter Moscow, through statements or actions, from assuming that the current condition will not evolve additionally in its favour in the months ahead.
Divergent Views
Therefore, Moscow is confident that time is on his side – that Ukraine and its allies are nearing depletion. Their reason to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's government remains supremely confident in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a total frontline collapse until conditions improve in its benefit.
Present Conditions
Realistically, there are no real preconditions for a armistice. Now, personal considerations are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their mission will now be considerably more difficult after recent developments, it remains very improbable that this will change their overall approach.
These conflicting dynamics are driving the talks.
Conclusion and Outlook
It took a only one week to terminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, recent disclosures, all did their job.
While new proposals based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate specific hesitation to alter the situation, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, largely rely on sustained allied backing.
